BJP demands separate budgetary provision for CS schemes

ITANAGAR, July 24: The Bharatiya Janata Party (BJP), Arunachal Pradesh today demanded separate budgetary provisions for matching share (90:10) of the centrally sponsored schemes so that the poor and downtrodden people of the state could avail the benefit of North East Council schemes.

Alleging that the  ruling Congress Govt in State has been violating the laid down guidelines approved in the 58th NEC Plenary and the “Thrust Areas for N.E.C. approved in the 62nd NEC Plenary” for  implementation of various NEC schemes in the state, BJP spokesperson Techi Necha  said most of the important and needy schemes were denied to be prioritized in the pretext of the matching shares, whereas the NEC guidelines envisaged that the state Government shall born matching share of the any NEC schemes.

The laxity on Govt policy will greatly damage the cohesive growth of development of state, the BJP said while demanding separate budgetary provisions for matching share  for CS schemes.

 

Talom calls on SYA director

ITANAGAR, July 24: Tennis player Mingkhi Talom along with his father Tarik Talom today called on Director, Sports and Youth Affairs (SYA), GoAP, D K Dinglow.

Mingkhi Talom have reached semi¬final in double and got runners-up place in the single in the  "OIL-AITA Super Series Tennis Championship-2014" (National Ranking Tournament of All India Tennis Association) which was held at All Assam Tennis Association Complex, Chachal, Guwahati from July 14th to 18. It is a big achievement for an Arunachalee, where the game of tennis is not popular.

SYA Director has assured to pursue the state Govt for necessary financial assistance for his future training in India & abroad.

 

‘Expedite enquiry into Seppa GHSS fire mishap’

ITANAGAR, July 24: Irked over the district administration’s inconclusive investigation into the fire mishap of Seppa Government Higher Secondary School building on June 27 last, various organizations of the district  including East Kameng Social Welfare Cultural Organization (EKSWCO), All East Kameng Students Union (AEKSU), Arunachal Teacher Association (ATA) East Kameng District Unit and Women Welfare Organization (WWO) have urged the district administration to expedite its investigation and make the investigation report public immediately. The organizations also urged the district authority to start renovation and restoration work of the school. Earlier the chief minister has assured the local representative for early renovation of arson ravaged school building.

 

Kena pays visit to Naharlagun STS station

ITANAGAR, July 24: Parliamentary Secretary Transport Jomde Kena paid a visit to the Naharlagun State Transport  Service Station today.

While inspecting the renovation of the STS station, he expressed satisfaction and also suggested some improvements to make it more passenger-friendly. A new booking counter cum waiting area as well as a cloak room has been added in addition to pay and use public toilets. While interacting with the officials of the department during his maiden visit he assured to take up the matter of inducting new buses to augment the ageing fleet. The issue of developing APSTS land into commercial and revenue earning establishment through PPP mode was also discussed during the meeting.

The parliamentary secretary was accompanied by Abu Tayeng, general manager, Gyammar Tadap station superintendent, Tagok Sorang Assistant station superintendent amongst others. Meanwhile, APST General Manager Abu Tayeng clarified that the remark posted in social media claiming that the APST bus of Nyapin went missing while coming to Itanagar and lost contact at Palin around 5:30 pm  was totally incorrect. He further informed that bus was stuck in a road block near Lichi where no communication was available.  GM appealed to the people not to post unconfirmed report on networking sites which would unnecessarily create panic among the people.

 

Kaha vows to work for the state and its people

ITANAGAR, July 24: Newly appointed Chief Organizer of Congress Seva Dal, Kipa Kaha has assured to work for the upliftment of state and its people from block level to state level. ‘I extend my gratitude to the AICC President Sonia Gandhi, Vice President Rahul Gandhi, Arunachal Pradesh Congress Committee president Padi Richo and Chief Minister Nabam Tuki for keeping faith on me and appointing me as Chief Organizer of Seva Dal’ said Kaha.

Addressing the media person at Press Club today, Kaha informed that under his leadership he would try his best to re-organize the Congress Seva Dal in the state.  ‘We are soon organizing state level tour & training programme with a motive to highlight the various schemes and projects of state government along with the achievements of government under the leadership of Chief Minister Nabam Tuki.  Most of the  people of the state are still unaware about the various schemes and projects  initiated by state government, so  with an endeavor  to create awareness  we are heading for district like, Kurung Kumey, East Kameng, West Kameng, Tawang, Anjaw and East Siang on our first phase, informed Kaha.

While urging the people to keep faith on Tuki-led government, Kaha informed that  Seva Dal will also play its important role in accomplishing various  projects  for  the  unemployed youths. ‘We will ensure successful implementation of project under Skill development program initiated by state government to provide job to one person from each family of the state.

Meanwhile, he divulged that, office of the Arunachal Pradesh Congress Seva Dal has been dissolved temporarily but its other official role is still functioning.

 

APCSD will be rejuvenated soon, says  Richo

ITANAGAR, July 24: Arunachal Pradesh Congress Seva Dal (APCSD) would justify its name by rendering selfless service to the society up to village level, Congress president Padi Richo said after addressing the rank and file of the frontal wing from all over the state in Rajiv Gandhi Bhawan here today.

Set up as the Hindustani Seva Mandal on January 1, 1924 with Jawaharlal Nehru as first president and renamed CSD in 1931, it played an stellar role during the Civil Disobedience Movement in enrolling new members in the Congress, organising activities like picketing and in arming the party with an organized but peaceful militia, Richo said, the APCSD would be rejuvenated soon to prove its name.

The APCSD cadres to begin with would be identified as per their special quality and trained as health providers, like dressing assistant, naturopathy and other treatment providers whenever the necessity arises or natural tragedy strikes in any part of the state, Richo said in presence of CSD North East in-charge P Andrew Gurung and APCSD chief organiser Kipa Kaha.

“Rise to the occasion, recall the oath you have taken while joining the APCSD and get ready to serve the masses to get recognition,” Richo emphatically said to the applause of the gathering.  

 

APETA writes to DEE

ITANAGAR, July 24: The Arunachal Pradesh Elementary Teachers’ Association (APETA) has demanded for streamlining of teachers under directorate of elementary education (DEE).

In its letter to the education minister, it said that post for ATs should be filled up by 30 per cent direct recruitment through written test and viva-voce conducted by the department, 20 per cent from community teachers and 50 percent from SSA.

For AT to JT promotion, it shall be filled up by direct recruitment through Arunachal Pradesh Public Service Commission and by promotion from among the ATs of department who have completed maximum seven years of regular service and possessing qualification prescribed for JT, it suggested.

It also suggested means and ways for promotion of JT to HM, HM to DDEE, DDEE to JDEE and JDEE to DEE.

 

DC visits schools

ITANAGAR, July 24:  Deputy Commissioner, Itanagar Capital Complex Mige Kamki made an unannounced visit to Government Higher Secondary School, Itanagar/ Arunodaya, Secondary School, Ganga and few other schools of Capital Complex.

He lamented deplorable condition of schools in Capital Complex.    

He exhorted Principal, Head Masters, teachers and students to be punctual, sincere and work hard to achieve their goal in life. He assured full support of Capital Administration for the proper functioning of the school as and when required.  

 

Awareness prog on Govt schemes held

NAMSAI, July 24:  An awareness  programmes on Govt schemes for the Panchayat members of 47- Namsai constituency was  conducted by Namsai ADC office at  Namsai Town Club on July 22.  The main objective of the programme was to educate the Panchayat members on various schemes  being implemented by different  departments including PHE & WS, CD Block, Agriculture, Horticulture, Fisheries and AH & Vety.

Presiding over the meeting, Namsai MLA Chow Zingnu Namchoom urged upon PRI members to take the Namsai district ahead with proper implementation of various social sector schemes of the Government. He also advised the GPCs to hold regular Gram Sabhas and contribute in the materialization of actual spirit of devolution of power to the PRIs.

The heads of respective department  highlighted the importance of various schemes and projects and clearly briefed about the procedure and formalities to be adopted by the Government so that beneficiaries get the maximum benefit out of schemes/projects.

Chow Kyasing Mounglang, ZPC, Lohit, public leaders and more than 400 PRI members including ZPMs, ASC, ASMs, GBs, GPC & GPMs of 3-Ningroo and 4-Namsai Anchal Samities attended the meeting.

 

CRPF Bn celebrates 14th raising day

ITANAGAR, July 24: The 138 Battalion CRPF celebrated its 14th anniversary with various programmes at its unit headquarters, Senki View here today.

The celebration began with inauguration of exhibition cum mela by Surjit Kaur, W/o Ram Krishan, Commandant of the unit at unit premises in presence Soni Degio, Secretary of Arunachal Pradesh Congress Committee, Rajmukut Kerketta, Second-in-Command of 138 Bn CRPF, Dr. C. M. Ngullie, Chief medical Officer, Shashi Kumar, Dy. Commandant, Dulal Tarafdar, Asstt. Comdt, M. L. Meena, Asstt. Comdt, Pankaj Kumar, Asstt. Comdt, subordinate officers, jawans, family members,  and media. Sports activities were also organized for entertainment.  

Speaking on the occasion Rajmukut Kerketta disclosed that the 138 Bn CRPF was raised on 24th July, 2000 at Durgapur (West Bengal) under the Adm. Control of IGP of Eastern Sector and DIGP of Durgapur Range.  The Unit was earlier deployed in UP, Gujarat, J&K, Madhya Pradesh, Bihar, Delhi, Tripura and Orissa. Presently the 138 Bn, CRPF deployed in the six districts of Arunachal Pradesh, namely, Papum Pare, Lower Sunbansiri, Upper Subansiri, East Kameng, West Kameng  and Kurung Kumey.

Since raising of Battalion 26 Officers / SOs / Jawans of this unit were awarded President’s Police Medal for Gallantry, Police Medal for Gallantry, Presidents Police Medal for Meritorious Service, Prime Ministers Life Saving Medal, Director General Disc & letters etc. Unit was awarded Best Battalion trophy of Eastern Sector for the year 2010.

Two cases of Japanese Encephalitis detected in Papum Pare

ITANAGAR, July 24: Two cases of Japanese Encephalitis have been detected in Chimpu and Tarajuli in Papum Pare recently. Both patients are undergoing treatment at Gawahati, according to information received from District Vector Borne Disease Control Officer.

The team who went to Tarajuli for investigation reported that Pigsty (Pigshed)/Ardied Birds which are amplifying hosts for the Japanese Encephalitis Virus were found  in the village dwelling areas. The team called on the villagers for preventive measures and advised them not to construct pigsty or allow stagnant water nearby dwelling places.

A Health team consisting of District Vector Borne Disease Control Officer, Papum-Pare, Tatung Tayang, Medical Officer Incharge Chimpu Dr. A. Namchoom, District Consultant Vector Borne Disease Techi Pekhi Tara, MTS Chimpu Jumli Angu and others had rushed to the Chimpu area where one case was detected.  

Further, DVBDC Officer Tatung Tayang, DVBD Consultant Techi Pekhi Tara visited Tarajuli.

The Department will very soon take preventive measures to control further outbreak of JE.    DIPRO

According to agency reports, in neighbouring  Assam, Japanese encephalitis has claimed 43 lives so far and affected 311 people.

In the last two days, 42 people have lost their lives in the disease in the seven north Bengal districts, particularly Jalpaiguri, the worst affected. The toll from encephalitis in north Bengal was 60 till Sunday last.

 

 

MGNREGA fund embezzled, BDO, PRI leaders under scanner

Ziro, July 24: The embezzlement of MGNREGA fund has come to spotlight in the Lower Subansiri District when the Gram Chairpersons of Kalung/Reru gram segment lodges complaint regarding the disbursement of the fund without their knowledge, in the office of the concerned District Vigilance Officer-cum-Deputy Commissioner.

The matter attributes to the amount Rs.238 lakhs under MGNREGA as liabilities of 2012-13 which was released to the BDO, CD Block, Ziro.

As per MGNREGA guidelines, the fund received by the BDO has to be deposited in the joint account of Chairperson (GP) and BDO.

The amount withdrawn from joint account of Member Secretary and BDO, Ziro in between15-01-14 to 24-02-14 was not deposited in the joint account of Chairperson (GP) and BDO but instead the drawn amount was directly handed over to Anchal Samiti Chairpersons.

On the basis of the findings of the preliminary enquiry report submitted by the PD DRDA, it was found that not a single payment was done through joint accounts of Chairpersons (Gram Panchayat) and BDO in any of the 127 joint accounts in CD block, Ziro. The money was directly drawn and handed over to ASMs and ACPs which is in direct violation of the guidelines of NREGA ACT, 2005.

Muster rolls and bills pertaining to villages of Hija Anchal Samity were not found in the office of the BDO, Ziro. Stock ledger, MAS register, Asset register, first and final bill and other fundamental        documents were not maintained in the office of the Block Development Officer. Also, the Muster Rolls of Kalung Reru and Diibo villages were not signed by the concerned GCPs.

Disciplinary action is being taken up by the District Administration starting with the issue of Show Cause notice to the Block Development Officer of CD Block, Ziro-I for gross violation of MGNREGA Act/Guidelines and non maintenance of transparency. Action is also being initiated against the Anchal Samiti members and Chairpersons involved in receiving the payments illegally. (DIPRO i/c)

 

 

AAPSU temporarily calls off proposed 60-hour bandh

ITANAGAR, July 24: All Arunachal Pradesh Students Union (AAPSU) has decided to roll back its decision to go ahead with  the proposed 60-hour state-wide bandh from August 12 next. ‘We have   called off our proposed 60-hour state wide bandh after  full assurance  given by the Chief Minister’s  Office during the joint meeting with Chief Minister, Nabam Tuki along with his council of Minister and Parliamentary secretaries on July 23 on our seven-point charter of demands submitted earlier,’ informed AAPSU President Kamta Lapung.  

Addressing the media persons at Press Club today, Lapung informed that ‘though AAPSU has called off  its proposed bandh but they would not roll back from their seven-point demands. ‘If government fails to act as per its assurance within next two months, then we will resume our agitation,’ added Lapung.

AAPSU said during the meeting with CM and other cabinet ministers, Tuki has assured to fulfill all the demands of the apex student body. Tuki has assured to revive the ‘Public Darshan’ on every Friday of the week and allocate fund for renovation of 293 km sectors road of twin capital. While responding on the development of highway, he informed that tender of Rs 40 crore has already been floated for cement-concrete road in the capital. 'This is the victory of students community, pubic and democracy; after a long tug of war, state government has responded on the demands made by the AAPSU,’ said AAPSU General Secretary Biru Nasi.

He further informed that as a result of agitation and demands placed by AAPSU and its supporters,   at least  Rs 5 crore has been released  to pay the pending stipend of students community. “Indeed the state government has assured to constitute a committee for the enhancement of stipend for the students.”

On its second point of demand, Nasi said that along with release of white paper on financial status of  the state after the budget session at  the state assembly, state Government is all set to release atleast  Rs 75 crore to pay the four-month pending salaries of  SSA  teachers and DRDA staffs  along with GPF, DA and other allowances  to the regular government employees. Authority has also disclosed that Rs 80 crore has already been released for various central projects like PMGSY and  schemes under NEC, SPA,  However, Nasi added,  Tuki has assured to release   additional Rs 120  crore  to pay the pending bills  against various schemes  by first week of August next.

While urging the people to cooperate the AAPSU for a better result, Nasi informed that state government has also given an assurance on improvement of electricity and water supply for twin capital. As per demand, very soon state government would allocate a sum of Rs 13 crore for a separate transmission power house at Chimpu that will receive direct electric transmission from NEEPCO hydel power projects within next three to four months. “On our opposition to appointment of Chairman, Vice Chairman, OSD and Political Secretary, Chief Minister, Nabam Tuki has assured that within two months he will review the working of all such statutory bodies and also assured to call back all the redundant Officers on Special Duty (OSD) under deputation specially those  who are outside the state.”

Meanwhile, Nasi informed that AAPSU team will have its meeting with all the District Students Unions and  CBOs  to discuss  on the assurance given by the  state government.

 

 

Govt. assures 10 cr fund for Aalo-Pasighat 132 KV line

ITANAGAR, July 24: The state government has decided to release an amount of Rs 10 crores for early completion of 132 KV Tower line from Aalo to Pasighat, informed Chief Minister Nabam Tuki to a delegation of legislators from East Siang District and PPWC members at his official Bunglow here yesterday.

The Chief Minister also assured to release required fund for extension of an agreement for drawal of electricity from Jonai Sub-station of Assam Power Distribution Company Ltd to Department of Power, government of Arunachal Pradesh. He also assured the members of PPWC that all the existing hydels like Yembung, Sille and  Rina would be renovated and repaired to make it functional this financial year.

Earlier, before meeting the Chief Minister, a general body meeting regarding Pasighat electricity crisis was convened under the chairmanship of Education Minister Tapang Taloh in his office chamber, yesterday in which Parliamentary Secretary for Industries Tatung Jamoh, MLA Kaling Moyong, Pasighat Municipal Council’s Chief Councillor Denong Tamuk, ZPC Kaling Dai, CE Power, central electrical zone Er. Takar Mara, EE Power Transmission, planning and Monitoring Zone  Er. Anong Perme, SE Power Transmission, planning and Monitoring Zone  Er. Rokom Bado, PPWC Chairman Okom Yosung other PPWC members, councilors, ASMs attended.

Meanwhile, the PPWC Chairman Okom Yosung expressed his gratitude to Chief Minister for his assurance to release Rs ten crores for completion of 132 KV Tower line from Aalo to Pasighat and for his immediate response to renovate and repair Yembung, Sille and Rina hydels.  The Chairman also expressed his gratitude to Education Minister T Taloh and 38th Pasighat assembly constituency MLA Kaling Moyong, Parliamentary Secretary Tatung Jamoh and others for their immediate response and support on electricity crisis issue.

ROING, July 24: 10 days training programme on Beauty Culture & Hair Dressing under Swarna Jayanti Shahari Rozgar Yozana (SJSRY) sponsored by Ministry of Housing & Urban Poverty Alleviation begins at Career Counselling Centre at Roing today.  The training is being imparted by the Vocational Training Provider Institute of Arunachal Pradesh, Gorgeous Parlour Training Institute cum Beauty Parlour, Aalo, West Siang District.

Inaugurating the training programme, Shiv Kumar, Deputy Commissioner cum Chairman DUDA, Roing exhorted the trainees to take maximum benefit of the training which is first of its kind in the district and to learn the skill of beauty culture & hair dressing.

With modernization and people becoming more health & beauty conscious, the skill learned would be helpful in establishing business of their own in future.  He further informed that certificates would be given after the successful completion of the training programme that would help them in obtaining licence and other benefits under Urban Self-Employment Programme.

Er Riya Powak, Deputy Director cum Member Secretary DUDA, Roing informed that the key objectives of SJSRY is to address the urban poverty through gainful employment to the urban unemployed or underemployed poor by encouraging them to set up self-employment ventures (individual or group) with support for their sustainability or under wage employment.

He further informed that under Skill Training for Employment Promotion amongst Urban Poor (STEP-UP) Component of SJSRY, 30 beneficiaries have been selected to undergo skill development training. Out of which, 20 beneficiaries have been selected for beauty culture & hair dressing and 10 beneficiaries are already undergoing vocational training programme at ITI, Roing on Plumbing and Basic Computer fundamentals & MS Office. The trainees would be provided with tool kit, certificate and stipend, he informed.

He further informed that the trainees after completion can also avail loan with 25% subsidy under Urban Self-Employment Programme(USEP) Component of SJSRY. (DIPRO)

 

 

Independence Cup soccer tourney starts in Tawang

TAWANG, July 24: The much awaited independence Cup Soccer Tourney was kicked off in a glittering ceremony at Menchemchey Ground here yesterday. Organized by District Sports Authority (DSA) and All Tawang District Students Union with support from Yuva Arunachal and Indian Army, the soccer tourney was attended, among others, by Brigadier Ashok Singh, Seva medal, 190 Mtn Brigade, Tawang and Jambey Tsering, Zila Chairperson.

Addressing the gathering on the occasion, Brigadier Ashok Singh applauded the efforts of the organizers for organizing the tourney despite harsh weather and unfavorable geographical location. Promising to work hand in glove with the common public, he assured all help on behalf of the Army. “Living up to the true traditions of the Indian Army, Tawang garrison has been and will always extend a helping hand to any kind of socio- developmental initiatives and activities for the benefit of locals” he stated. Finally, he declared the tournament open by kicking the ball in the air amidst great cheers and applause from the crowd.

Speaking on the occasion, Jambey Tsering exhorted the players to refrain from anti-social activities, drugs abuse etc, rather work hard and showcase sportsmanship spirit. “Sports are the basic element to stay healthy and fit. It enhances one lifespan” he said adding “the youths must take keen interest in sports and games, as it contribute in making of a healthy society.”

Altogether, 13 teams from various parts of the district are participating in the tournament. The tournament will culminate on 15 Aug with the final match. The winner will walk away with a cash award of Rs.1 Lakh with a trophy, Runners up with a trophy and cash of Rs. 50,000, best discipline team with a trophy and cash of Rs. 10,000, player of the tournament with a trophy and cash of Rs 10,000, highest scorer with a golden boot and cash of Rs 5000, best goalkeeper with a trophy and cash of Rs 5,000 and best audience with a cash of Rs 3000. The prizes are being sponsored by Tawang MLA, Tsering Tashi.

Meanwhile, the inaugural match was played between Yuva FC and Highlander FC, wherein the latter thrashed the former 1-0 in a high voltage match, finding the net only in the added time. Police FC beat Mukto FC 2-0 in the second match, according to a release issued by Mon Tawang vigilance.

 

 

Precarious financial condition of the state and the way forward - III

Given the overall circumstances in the State the development of hydropower is the main hope of the state for its economic growth. Unfortunately, however, some people enjoy creating fear psychosis and apprehensions in the minds of people in name of dam safety. These apprehensions are either motivated because of vested interests of outside people and organizations or on account of the absence of facts available to the local people. World over dams for hydropower have been built. They are stable and working well. In some rare cases there had been problems because of natural disasters which would have been there despite the dams, may be of even bigger magnitude. Some might have been due to faults in construction, which can be avoided by proper design and construction.  

The oldest big dam in the world used for hydropower (2080 MW) is the Hoover dam built in USA in 1936 and  the biggest one is Three Gorges Dam built in China (22,500 MW) of which last machine was commissioned in July 2012. Besides, there are many bigger dams in the world built for hydropower generation. Only those with the capacity of more than 2000 MW there are 54 dams for hydropower projects already operating in various countries. Out of them only 4 are of 2000 MW capacity and the rest are even bigger ones.  Further, of a capacity of 2000 MW or more there are 24 more under construction. Only 2 of them are of 2000 MW, the rest are still bigger and up to 13860 MW. The countries having them include USA, China, Canada, Brazil, Venezuela, Argentina, Russia, Pakistan, Iran, Mexico and Tajikistan etc.

It is said that North-East India lies in seismic zone V in the Himalayan region and the region being earthquake prone there is a possibility of dam break. The huge size of dams causes anxiety in the minds of people. But as a matter of fact it must be known to all that depending on the location of the dam and the seismic nature of that region the dams are designed to be earthquake resistant. Dam designs are prepared by the experts in the field and they take into account all possible factors, including possibility of earthquakes, while designing them. Once a dam design is prepared it is examined very extensively by experts in Government of India. Then it is mandatory to obtain the approval of a high-level committee called National Committee on Seismic Design Parameters (NCSDP), constituted by Government of India for all dam projects from safety and seismic point of view. This Committee consists of expert members drawn from Central Water Commission (CWC), Geological Survey of India (GSI), Indian Institute of Technology (IIT) Roorkee, India Meteorological Department (IMD), National Geophysical Research Institute (NGRI) and Central Water & Power Research Station (CWPRS). After it is cleared by this committee of experts then at the execution stage at every step all precautions are taken to adhere to the technical requirements.

Concrete gravity dams in the world such as Hoover dam (221 m high) in USA built in 1936 are in operation. In India also Bhakhra dam (226 m high) is in operation since 1963. Some other projects that are also in operation in seismic zone IV & V in Himalayan region of the country are: Ranganadi (405 MW) in Arunachal Pradesh (Zone V), Uri-I (250 MW) & Uri-II (240 MW) in J &K (Zone V), Tehri (1000 MW), Dhauli  Ganga (280 MW) in Uttarakhand (Zone-V), Teesta HEP in Sikkim (Zone-IV), Naphtha Jhakri ( 1500 MW) in Himachal Pradesh (Zone-IV). Dam safety issues are being raised more by the people living in downstream areas of the proposed or under construction dams. Based on the world-wide experience as narrated above, the downstream people need not harbor fears. If truth be told then they should be happy because these dams would store some flood water for controlled release from dams in flood season and would help them save from major devastation caused every year due to ravaging floods. Actually, all the major dams are designed for keeping some capacity reserved for storing flood water during rainy season for control of floods.  Therefore, what is more important is that dam designs must be fool proof and their construction must be done observing all the safety parameters as per the design.  

Secondly, in the name of environment also many misgivings are created. Whenever a project is conceived, along with the detailed project report (DPR) Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) reports are prepared. These detailed studies are made on the basis of terms of reference given by the Ministry of Environment & Forest (MOEF) which are specific for each project. They extensively cover not only the environmental aspects and the social impact of the project but also the mitigation measures of the adverse impacts, if any. These studies on completion are made public with wide publicity and views of the public are obtained which are sent along with the reports to MOEF for environmental clearance. Then an expert committee set up by MOEF looks into the report deeply and submits recommendations to MOEF. The committee’s recommendations along with the EIA & EMP reports are examined critically in depth in the Ministry. Then only, the environmental clearance is given and that too with a large number of conditions for compliance by the project developer before, during and after the project implementation. These compliances are also monitored all through. Therefore, there is no reason for getting worried initially and not allowing the project to come. But yes, during the implementation phase the citizens must be vigilant that the conditions as imposed by MOEF are properly complied with.

Likewise, while according forest clearance, they keep in mind that minimum number of trees is felled and at least equal number is planted and raised. Here also it needs to be ensured that the conditions imposed in the clearance are complied with for maintaining the balance of forest and trees.

Keeping these apprehensions aside it must be seriously considered that Arunachal Pradesh has to come out from perpetual economic backwardness and develop economically with the rest of the country without major financial dependence on the central government. Therefore, first of all its own people have to resolve, move forward and support hydropower development wholeheartedly in their own interest and in the interest of their future generations and then tackle outsiders not to interfere in the economic upliftment of the state. It is the dream and aim of most of the students in the Northeast and elsewhere to join in medical, engineering or arts streams to shape their career with the fond hope of getting a white- collar job in government or private departments. Their parents also want to see their wards as IAS officers, Doctors or engineers. But there are a few adventurous young students who want to explore new and path-breaking avenues by choosing the unorthodox and unexplored courses and try to be different from the crowd.

Ms Luni Bangsia who hails from nondescript Khonsa village in Tirap district is one of them.   She had a keen interest in dance from her childhood. First she started performing and taking part in competition on cinematic songs during her wonder days of innocent childhood. Later Luni joined Kalakshetra Foundation, a famous classical dance institute in Chennai founded by Rukmini Devi Arundale. She learned Bharatanatyam for six years under many great Gurus and experience Teachers viz. Bala Gopalan, Leela Samson, Briga Beson, Shijit Nambiar, Shali Vijayan, Jolsna Menon, Hari Padman, Surya Narayan Moorti. She has also learned Carnatic music for six years.

Luni, a bright past student of Ramakrishna Sarada Mission School, Khonsa is fluent in Hindi and English. She had taken part in Kalakshetra dance dramas like Chudanami, Vanagamanam Mahapata-bhishekam and also in various other Indian dance forms. She had been travelling throughout India for performance with Kalakshetra repertoire including Delhi, Bangaluru, Mumbai, Kerala and interiors of Tamil Nadu. She finished her Diploma and post-Diploma with first class. Presently Luni is doing her Bachelor in fine Arts from Kalai Kaviri.

She is also working at Isha Foundation as a Dance Instructor (Bharatanatyam). She has conducted a number of programmes for the students like classical dance (bharatanatyam), folk, semi-classical and also fusion.  Luni wants to work in the Northeast where classical dance form is not very popular unlike in the other parts of the country, especially, the South to explore possibilities of existence of various dance forms and try to understand them and preserve them in such a way that people will know the value of their own art forms and ethnic traditions. In this context, Luni is desperate to create an Institution to promote, study and teach traditional art forms, especially folk traditions to the Northeast students. Apart from her prowess in classical dance, Luni loves her roots and the age-old traditions of the tribals. She is a keen learner and wants to enrich herself in every field.

Earlier, she had worked as a student- teacher (Bharatanatyam) in Kalakshetra Foundation,Chennai for two years (2009-2011). Presently Luni is working as a full time Dance Teacher (Bharatanatyam) at Isha Foundation, Coimbatore. She has conducted a dance workshop in Naatrampalli at R.K Mission School, worked with a Western Dancer Aparna Nagesh to choreaograph a semi-classical dance for one of her productions, she had worked with a great Oddissi Dancer Sonal Mansingh for a dance drama on Kanyakumari and choreographed a dance drama on Shankaracharya and Soundarya-Lahari. Luni also choreographed “Thumri” from saint Kabir’s Dohe and a Keertanam. She is also actively involved in Spastic Society and Save Chennai Beaches Campaign as a volunteer.

Daughter of T. Bangsia, Luni was born on 24th December, 1988. She wants to popularize Bharatanatyam and other classical dance forms in Tirap district so that the youth, especially the Tirap girls realized the importance and popularity of classical dance. Luni is indeed a path-breaker and I sincerely hope that the young people draw inspiration from her glittering achievements in classical dance which needs a great yearning, concentration, unwavering perseverance and the most needed willingness to learn the art. But when Luni Bangsia, a Nocte girl, can do it, others too can do it. It was one of the most memorable moments of my life when this young accomplished classical dancer Luni Bangsia called on me on 2nd July-2014 in my Khonsa office. We discussed on a wide variety of topics, mostly pertaining to music. I found her full of energy and enthusiasm to do something for Tirap district. I was indeed impressed by the way she articulated her views on various problems concerning our district eloquently and with clarity of thoughts. I could only assure her to do whatever little I could by creating awareness as I do not know a thing about classical dance. I have no qualms about admitting that Luni Bangsia is a pride and an asset for our district and our elected leaders should make use of her potentialities and latent talents by helping her start a Classical Dance Institution in Tirap that will go a long way in gainfully involving our restive youth. Let us shake off our smallness and come out of our cocoon of self made miseries to look at the big world outside which is full of avenues, opportunities and possibilities. We must be grateful to Luni Bangsia for opening our eyes to the world of classical dance which can be taken up as a career by our young people. Upper Siang district administration destroys Ganja plantation in Pugging village

ITANAGAR, July 24: Upper Siang Deputy Commissioner Dr Tariq Thomas accompanied by the SP, EAC (Dev), DFO, DIPRO, OC, SI conducted a surprise visit of Pugging village on July 23 last.

Pugging, a progressive village in agriculture sector in Upper Siang district is self-sufficient and self-reliant village in rural economy which is located at a distance of 25 km from the district headquarters, Yingkiong. Apart from the agricultural products, the village also cultivates Ganja (Bhang) in large amount.

The team found huge quantity of Ganja (Bhang) plantation in more than fifteen  numbers of horticultural gardens in different locations.

Under the supervision of the DC, the FRO, foresters, police personnel, ALCs and Upper Siang district Women Welfare Society headed by Mekem Nopi destroyed the bhang plantation and burnt it.

Later, a public meeting was held at the village Dere for campaigning against drug abuse and use of narcotic substances, especially among the youths.

The DC and SP elaborated the ill effects of drugs and narcotic substances and advised the villagers, farmers for total banning of such type of cultivation. The villagers while supporting the advices of DC and SP said many of them were unaware of such illegal plantation till date now and they unanimously resolved to totally stop the ill practice.

The villagers further resolved that they themselves would destroy if such cultivation is found within the jurisdiction of the village in future.

The DC agreed to sanction for construction of a waiting shed proposed by ASM of the village. DIPRO

 

 

MLA pays unannounced visit to Mayu Govt Secondary School

ROING, July 24: The students of Mayu Government Secondary School, was in for a surprise on Wednesday afternoon when the local legislator Mutchu Mithi dropped unexpectedly.

"I was keen on having a better picture of our learning environment," Mutchu said when he made his first unannounced visit to this school.

He has been visiting schools earlier, though after having announced in advance.

As interaction began with the students, the legislator worked out with basic information to start with. Notably, the class had presence of 28 girls and 11 boys. He particularly expressed curiosity to know if the parents were supportive of their studies in home. Overall, the students answered their parents were encouraging.

"Without education, one cannot excel in his life," Mutchu said to the students. "We care for your future. So we care for you education," he said.

The interaction was soon joined by the school headmaster and the teaching staffs. The school has an enrolment of about 440 students this year with 22 teachers, the legislator was informed.

Following the interaction, Mutchu was shown around the school compound - the classrooms, mid day meal kitchen, headmaster's office and laboratories. While he was being taken around, the teaching staff requested him for the urgent need for a boundary wall for the school.

Without the boundary wall, the school compound during the night becomes a favourite hideout for drinkers and drug addicts. Also the trespassers would often try to break into the classrooms and office rooms in attempt to steal.

The legislator was also requested to look into the need for extension of two more classrooms. The staff complained that without adequate classrooms, the classes were being taken in shifts. Few other requests of water shortage in the school compound and classroom repairs were also made.

Having taken note of all the requests from the school authority, the legislator urgently called up works department for immediate attention towards issues like water shortages and repairs.

The request for boundary wall was prioritized and funds for it were promised within few months. On additional classrooms, the legislator requested the school authority to put up the scheme during the next annual plan.

 

 

DEWFEDS & Forest Deptt. organize mass plantation in schools & health centers

PASIGHAT, July 24: In a mass plantation programme organized by an NGO ‘Daying Ering Wildlife Foundation Eco-Development Society’ (DEWFEDS) in association with Divisional Forest Office, Pasighat Forest Division, several ornamental tree saplings were planted at Government Secondary School Kiyit, Government Upper Primary School Borguli, Primary Health Centre Borguli and Govt. Hr. Sec. School Borguli on Wednesday (23rd July) in the presence of students, officials, PRI leaders and NGO members.

AK Viswal, Chief Conservator of Forest, Central Arunachal Circle, Pasighat who graced the occasion as Chief Guest urged all the participating school students to know the importance of plantation of trees. He personally interacted with the students after plantation in a speech deliberation programme, where he questioned the students and teaching staffs about “what was the biggest problem in the world today?” Hinting at the Global Warming as the biggest problem today, while marking the points on blackboard for better elaboration to the students, Viswal said that, trees are our main source of oxygen and without it, we are helpless.

Divisional Forest Officer, Pasighat Forest Division Tabang Jamoh draws the attention of students and teachers to plan more tress for healthy environment. He said that, “if trees are cut and sold as timber, only one person or family is benefited. But a live tree gives oxygen and benefits to many a people” He appreciated the initiative of DEWFEDS and urged the NGO to carry forward its good work. Tani Talom, DDSE East Siang spoke at length about the need of plantation in the schools not only for oxygen but also for sheds and beautification of School’s surrounding. He also gave stressed on setting up of Eco-Club in every schools so that, every planted trees could be ensured its proper growth. He urged the organizing NGO to intensify its good work for secure and healthy environment.

ADC Mebo Tabin Siga also spoke at length for planting trees and said that, students being the future of the society need to understand the value of planting trees. State Bank of India, Pasighat Branch Chief Manager Aloke Das who graced the programme as one of the invitees said, that, every students must ensure planting at least one tree for healthy environment. While responding to the DEWFEDS request to the SBI for gifting/sponsoring school uniforms or other utilities to the student/s who ensures or look after the growing up of a planted sapling under its CSR policy, Das said that, he will surely do something in this regard as soon as CSR allocation of this year comes. SDPO Tab Techi, Vice Principal of GHSS Borguli, ZPM Monggu Banggo Smti Kayem Tayeng, ASM Smti Bapiyang Tayeng etc. also spoke on the occasion and appreciated the initiative of DEWFEDS.

DEWFEDS Chairman Maksam Tayeng and Secretary General Oki Modi conveyed their thanks to the CCF, DFO and their associates for their noble efforts and further assured that the NGO will keep up its objective and will carry forward good works for protection and promotion of Daying Ering Wildlife Sanctuary.  DIPRO

 

 

Inter-district gang of computer thieves busted, laptops recovered, one nabbed

DAPORIJO, July 24: The Daporijo police recently busted an inter-district gang of computer thieves and recovered three stolen laptops and digital camera with chargers from shopkeepers which they bought from the burglars in negligible prices.

Acting on complaints regarding theft of laptops and other electronic goods, the Daporijo police launched an operation last week, nabbed one of the prime suspects and ultimately busted the gang of thieves.

After thorough investigation, the police came to know that the miscreants from Itanagar use to steal laptops and other electronics goods from Capital region and hand over the stolen items to local miscreants at Daporijo to sell it in very low prices. In return, the local miscreants get commission from the gang leaders, informed SI Token Dubi.

Meanwhile, the police team led by SI Token Dubi, recovered three laptops and digital camera with chargers from shopkeepers which they bought from the miscreants in low prize. All the recovered items have been deposited to police custody. However, no persons have come to claim the ownership of laptops and other items. However, one of the laptop reportedly belongs to a person named Tai Tahu, student of Chennai-based university, which was visible at laptop. Police appealed the persons who lost their electronic items to come and claim with proper evidence.

Grab the opportunity

Government of India has launched a scheme for technology upgradation and establishment and modernisation of food processing industries across the country to minimize wastage of perishable fruits and vegetables. Food processing industries minister Harsimrat Kaur Badalrecently said the National Mission of Food Processing will be implemented during the 12th Plan period to set up primary processing centres, collection centres besides technology upgradation, establishment and modernisation of such industries. She said under technology upgradation scheme, grant-in-aid has been sanctioned by the Ministry to 3438 units in 11th Plan and 2509 in 12th Plan for setting up and modernisation of food processing industries.

Government of Arunachal should take benefit of this scheme and set up world class food processing industries in the state. Arunachal is one of the highest growers of fruits like orange, kiwi, pine apple etc. Such is the demand for Arunachal's fruit that a private company from Pune is on the process to produce wine from the kiwi collected from Dirang area. It shows that there is huge market for the fruit industry. However absence of proper marketing channel and lack of food processing industry has not helped the cause of farmers. Govt. of Arunachal should grab the opportunity and demand for setting up of food processing industries in the state under the new scheme launched by union government.

Release our stipend

Dear Editor,

Through the column of your esteemed daily, I would like to urge the Directorate of Higher and Technical Education, Govt of Arunachal Pradesh to please release the remaining stipend for the students.

Colleges are starting its new session but  students are yet to get their stipend. Why are we being deprived from getting the stipend? The state government has already said that financial condition of the state is sound. If that is the case, who is to be blamed for the delay in releasing our stipend on time?

I would like to request the authorities to kindly look into the matter and make efforts to release salaries at the earliest.

Where were you?

Dear Editor,

The article by Dr.Palliwal, Retd Chief Secretary of Arunachal Pradesh is interesting but where was he for so long? Now after his retirement he is bold enough to come up with some basic truths about Arunachal and only highlighting about hydro power potential of the state. What about horticulture, agriculture, Animal husbandry, Medicinal and aromatic plants, Fisheries etc for which Arunachal is famous throughout the world? How much plan allocations were made for these potential sectors for economic upliftment of the state during his tenure as CS? What are the efforts he made to generate employment opportunities in Agriculture and allied sectors through entrepreneurship development, skill development in the field of food processing, Meat processing, floriculture, plantation crops, fisheries and many other fields? Yes, Agriculture and allied sectors like Animal Husbandry, Horticulture, and Fisheries are the backbone of Arunachal’s economy and needs special attention from the policy planners and more and more investments are necessary in these sectors.

Farmers in the state are capable to make fortune if adequately supported by financial institutions, Govt. departments and commitment from political leaders.

Save us before it’s too late

Dear Editor,

We would like to inform the concern MLA and DC that the people of forest colony are living a very pathetic life because of improper drainage system. Whenever it rains the whole area gets flooded. Some residents have already vacated their houses and stay as a tenant just because of impending flood. Some houses have been devastated because of rain water which takes the form of destructive flood. We are trying our best just to stop rain water from engulfing our houses but all efforts go waste. We have already informed about this menace to the concern councillor and local MLA but it seems that they don’t even ponder and bother about the welfare of public. It is a very serious matter about life and property of the residents of forest colony. So we humbly appeal the concern public leader and district administrator to witness the horrible scene of forest colony during rainy day just to ascertain the pathetic life we are living.

Therefore we the suffering residents of forest colony beg your kind attention to look into this matter very urgently before the situation turns worse.

An open to letter to Chief Minister

Dear Editor,

While taking the privilege in being a citizen under your undisputed, much hyped than practised slogan, the “People First Government”, I am sharing  my thoughts .

We have 18 districts functional now, though, one never knows, when another new district is created and announced. We have so many circle headquarters and still to announce some thousands of Circle Headquarters more, the reasons which the Government under your dynamic leadership, only best knows.

A person from the last border, Taksing in Upper Subansiri district, gets his all other official works done at least, within his district, for the reason being, though the Circle Officer posted at Taksing, is quietly based at Daporijo, the district headquarter. Same is the privilege to travel on foot for seven days from Vijaynagar and get his works done at Miao and yet, that also is at least within the district of that very person, whom the Governments have given the exclusive rights to walk on foot for a minimum of seven days to get their official works done but, at least within his/her district.

While we have so many Circle Officers concentrated in the district headquarters to just sit in the office chamber and go through some files and sign a few papers each day.

And still so many Circle Officers will be appointed by the APCS almost each year. But, can we put in our mind to think, as to why do we need to appoint so many Circle Officers, to concentrate them in the district headquarters? Without much work and leave out some far flung Circle headquarters without any Circle officer posted but, with a single Office Peon to hoist the National flag every day and unfurl it every evening while he is forced to face boredom the whole day without seeing any human being in the office, in the face of an officer or a public, as he cannot be discharging the official works as a CO, while he is a mere office peon.

But, now, let’s think on the point upon which I am trying to suggest your benevolent self my dear Chief Minister, even if your batteries of advisors might have already advised you on this.

How do you justify a person from Tuting area villages, the last places of Upper Siang district bordering China, who has to come down to Pasighat for attending his court cases tri-able by a Court of Sessions and even mandatorily needs to go Tezu if that person is charged/alleged to be involved in a NDPS case or if that person is summoned by the courts as a witness or if anyone from those area wants to move a Bail application in the same courts? The same condition applies to a person from Taksing to come down to Basar and Aalo town for his/her Session tri-able, Family cases and for giving witness. 

And we always need to remember that an accused is an innocent person till convicted by a court of law. So, how do we harass an innocent person(s) till he is convicted by giving him all the trouble to cross so many districts just to defend himself or even, how do the Govt, harass it’s citizens to travel such long distances far away from his district for getting justice?

All the above circumstances and conditions started after the Hon’ble Supreme Court ordered the State Government of Arunachal Pradesh to separate Judiciary from the Executive, only and only for the transparency, integrity, fast tracking of all cases and to deliver justice at the doorsteps of the people that too, on time and the other reason was to discontinue trials in the court of a Deputy Commissioner, ADC, EAC or a CO, whose protocol always needs, to rush out even from the court, even in the midst of a court session, whenever a  CM, Minister, MP, MLA steps down from his vehicle to the office of that incumbent and the peon more than willingly rushes even inside the court and informs the sitting judge “.........” Sahaab aaya hai, aapko milne ke liye” and Bingo! the judge as usual would say, “the case is adjourned for an another day and time” and rushes out of the court very fast and hurriedly as if he/she is going to compete Ushain Bolt in a 100 meter race, but, infact rush out only to bow down his head in whatever sense before that “sahaab” leaving the accused, witness and even victim in the court perplexed and at times, even smiling at each other for a moment even though fighting a case against each other.

So, what I would like to suggest your benign and Most Honoured self in a single line, without being a “highly learned” council of your so called ADVISORS, is that, “it would relieve all people of all walks in the state and the country if your “People First Government” can really think for the welfare and betterment of the People first and appoint at least one District Judge in every district than to appoint unnecessary numbers of Circle Officers meaninglessly, when we can manage all the Circles of the state even with the present numbers of Circle Officers.

And presently we have got only 5 Judges for the present 18 districts, to try all the cases for the all the districts and a reasonable thought put into action for appointing atleast 13 more judges would tremendously relieve your people from all the hardships, harassments and hackles of being tortured at the hands of the apathy of the Government to plan and deliver to the real needs of the people who have voted them to power.

So, it would be in the fittest of all things for the people of the State, also known by the “people of the people first” Government, if Your esteemed self really puts in to think on the above lines and delivers your statesmanship, so that, at least people who can read and write can praise you, like I will. 

Until then, the people from Places like Taksing,Tuting,Trizino and all other far flung areas of the state shall always take months, even to receive a summon from the courts sent from an other district and by the time the Summon letter reaches the concerned person, the date for the appearance in the court would have already been passed off and over by three months as the minimum.

And I, as a thinking citizen under your undisputed “Great governance” would believe that you would also, as a “thinking Chief Minister” give a deep thought on the issue and come out with even a better idea and solution than what I have conjured up, that too, during the session of the State Assembly.
